Penumbra Dutch Localisation File

I know that somebody else is also busy with a Dutch translation but I couldn't wait any longer with my version...
This still has to be fully tested by me so I don't upload it yet to the Penumbra server.
Download can be found is here:
Dutch. lang version 0.70
Beware it is still in testing mode, so there might still be typos here and there (hence the version 0.70).
